The Statewide Context
Jacksonville has historically been the outlier among Florida’s large metros: a downtown with the office inventory of a major city and the residential density of a suburb. Miami, Tampa and Orlando each completed at least one urban-core transformation cycle between 2012 and 2022. Jacksonville did not.
What distinguishes the current cycle is capital concentration. Three private sponsors and one public entity control nearly every active site in the urban core, and their timelines converge on 2028. For statewide investors comparing Florida downtowns, that concentration cuts both ways: execution risk is held by a handful of balance sheets, but so is the coordination that piecemeal markets lack.
Multifamily: The Volume Play
Pearl Square is functionally a master-planned multifamily district with retail on the ground floor. Gateway Jax, sponsored by JWB Real Estate Capital and DLP Capital, holds nine blocks in the NorthCore submarket and has five buildings under construction.
The unit mix tells investors where the developer sees demand:
- Studios through two-bedrooms at the Vandeveer, with coworking, pet spa and pool-deck amenities aimed at renters priced out of Riverside and San Marco
- 143 short-term rental units inside Block N8’s 537-unit program, a hedge on stadium and convention demand
- For-sale condominiums at 220 Beaver, the first new-construction condo product in the core in years
The public-subsidy structure is worth noting for anyone underwriting the district. The Vandeveer alone carries a $9.06 million REV grant and a $4.63 million completion grant from the city. Investors should assume similar Recapture Enhanced Value agreements on subsequent blocks, which improve project-level returns but also mean the city has an incremental-tax stake in stabilization.
Preston Hollow Community Capital’s RiversEdge on the Southbank targets a different renter: Class A units and townhomes with rooftop terraces, positioned against Baptist Medical Center’s workforce and the medical-office cluster along Prudential Drive.
Retail: Underwriting the 2028 Convergence
The retail thesis rests on scale arriving simultaneously. Gateway Jax has been explicit that fragmented openings fail in a submarket with thin existing foot traffic, so the company is targeting the end of 2028 for nearly all Phase 1 retail.
Key retail facts for tenant-rep brokers and landlords:
- Publix is committed as the grocery anchor for Pearl Square, the first full-service grocer in the core
- 721 N. Pearl converts a parking garage into 16,000 sf of retail fronting a new pedestrian corridor on Beaver Street
- The Vandeveer’s 22,000 sf of ground-floor space is expected to open by year-end 2026 with a coffee-bistro-wine concept and an Indigo Road Japanese restaurant
- RiversEdge markets 120,000-plus sf along the Southbank Riverwalk, adjacent to the newly opened public parks and an amphitheater now under construction
The Downtown Investment Authority layers retail incentives on top: Core Retail Enhancement grants up to $30 per square foot, a Food & Beverage program with historic-building boosts, and forgivable sidewalk-dining loans. Tenants signing in 2027 should model a soft first year, since the Jaguars will play in Orlando that season and Daily’s Place amphitheater goes dark during stadium construction.
Office: One Building Decides the Narrative
Downtown Jacksonville’s office story has been about vacancy and conversions for a decade. The cycle’s only speculative office product is 655 Pearl: six stories, 100,000 sf of office and amenity space, 25,000 sf of retail, designed by Morris Adjmi Architects with BDG Architects. JLL’s Michael Loftin, Jesse Shimp and Mack Keasler are leasing it ahead of a 2027 groundbreaking and 2028 delivery.
For statewide office investors, 655 Pearl is a market test. If it pre-leases at rents that pencil for new construction, it validates a walkable-district premium that Tampa’s Water Street and Orlando’s Creative Village have already demonstrated. If it doesn’t, expect Jacksonville’s urban core to remain a residential and hospitality story with office confined to build-to-suit deals like the Jaguars’ One Shipyards Place.
Hospitality: A New Ceiling for Rates
Jacksonville has never had a five-star hotel. The Four Seasons Hotel and Private Residences, developed by Shad Khan’s Iguana Investments on the Shipyards site with HKS, ODA and Pininfarina, changes the comp set with 170 keys, 26 residences, a rooftop restaurant, spa and a rebuilt 78-slip marina able to berth vessels up to 400 feet. Vertical construction costs for the hotel and adjacent office run about $254 million.
At the other end of the spectrum, Gateway Jax’s redevelopment of the 110-room Ambassador Hotel under a Marriott flag gives Pearl Square a boutique product priced for business travel. Together they bracket a market that previously topped out at upper-midscale.
Public Realm: The Infrastructure Investors Are Underwriting
Private absorption in every district depends on public projects that are already funded and, in several cases, already open:
- RiversEdge parks — $35 million, opened November 2025, four connected parks with a Riverwalk extension; amphitheater under construction as of August 2026
- Riverfront Plaza — $38 million Phase 1 opened December 2025 on the former Jacksonville Landing site; Phase 2 (beer garden, rain gardens, Main Street Bridge pedestrian ramp) targets mid-2027
- Main Street Bridge — nub-removal work through January 30, 2027, followed by a planned six-month full closure for a $100 million FDOT renovation beginning after July 1, 2027
- EverBank Stadium — $1.4 billion HOK-designed overhaul; reduced 42,507 capacity in 2026, Jaguars in Orlando for 2027, 63,000-seat reopening for the 2028 season
The bridge sequence is the item most often missed in site-selection memos. Northbank-to-Southbank connectivity will be constrained for most of 2027, which affects RiversEdge retail more than Pearl Square.
Brian’s Take
By Brian French, Publisher, Florida Authority Network
I’ve reviewed enough deals in my money-management years to distrust any market story built on renderings. So I’ll give Jacksonville credit where it’s due: the permits are pulled, the parks are open, and the grocery anchor is signed. This is a real cycle.
For a statewide CRE audience, three positioning calls:
Multifamily buyers should watch Gateway’s lease-up, not its groundbreakings. The Vandeveer is the first read on achievable rents in NorthCore. If it stabilizes near Riverside pricing, the 1,250-unit pipeline is fundable. If concessions run long, the later blocks slow down regardless of what the press releases say.
Retail investors should price in a 2027 trough and a 2028 spike. The stadium, bridge and amphitheater disruptions all land in the same year. That’s an entry window for patient capital, not a reason to avoid the market.
Office remains a wait-and-see. I would not add speculative Downtown Jacksonville office to a Florida portfolio until 655 Pearl reports meaningful pre-leasing. Everything else in this cycle is de-risked by residential demand; office is not.
Relative to Miami’s cost basis or Tampa’s compressed cap rates, Jacksonville offers something the rest of Florida’s downtowns no longer do: entry pricing before the amenities mature. Whether that discount closes by 2028 depends almost entirely on three sponsors executing on schedule.
Frequently Asked Questions
How much new multifamily is coming to Downtown Jacksonville?
Gateway Jax’s Pearl Square is programmed for more than 1,250 rental units across nine blocks, with the first 205 units at the Vandeveer delivering in 2026 and most of Phase 1 by the end of 2028. RiversEdge on the Southbank adds Class A rentals and townhomes on a separate timeline.
Who are the major developers in Downtown Jacksonville?
Gateway Jax (backed by JWB Real Estate Capital and DLP Capital) controls the NorthCore; Preston Hollow Community Capital owns RiversEdge on the Southbank; Iguana Investments, Shad Khan’s development arm, controls the Shipyards site including the Four Seasons; and the City of Jacksonville and Downtown Investment Authority fund the riverfront parks.
Is there new Class A office in Downtown Jacksonville?
One building: 655 Pearl, a 100,000 sf trophy office project in Pearl Square scheduled for a 2027 groundbreaking and 2028 delivery, leased by JLL.
What incentives are available for Downtown Jacksonville retail tenants?
The Downtown Investment Authority offers Core Retail Enhancement grants up to $30 per square foot, a Food & Beverage program with historic-property boosts, forgivable sidewalk-enhancement loans and storefront façade grants, all subject to matching-spend and sales-reporting conditions.
How does Jacksonville’s downtown pipeline compare to other Florida cities?
Jacksonville is the last of Florida’s four largest metros to undergo a coordinated urban-core redevelopment. Its roughly $4 billion pipeline is smaller than Miami’s but comparable in scope to Tampa’s Water Street district, and it is arriving with lower land-cost basis than either.
